When I first went with T-Mobile I knew the coverage in the northeast where I <br />
live was less than the other providers (I was switching from VZW) and I was <br />
OK with that. It did, at the time I signed on, work in the specific <br />
locations that were important to me.<br />

It wasn't until those areas started to disappear that I found it <br />
unacceptable.<br />

The FCC and/or FTC do not pay sufficient attention to what will happen <br />
in terms of roaming agreements as carriers merge or are acquired.<br />
<br />
As Todd pointed out, a regional carrier is more likely to be willing to <br />
enter into a roaming agreement with a mainly metro area carrier like <br />
T-Mobile than would a national carrier like AT&amp;T that sees T-Mobile more <br />
of as a competitor.<br />
<br />
It's not just the choice of T-Mobile to renew roaming agreements with <br />
formerly independent carriers that are now part of AT&amp;T, it's now AT&amp;T <br />
is in a much stronger position to demand higher roaming rates, or to <br />
just decide that they're no longer interested in roaming agreements at <br />
all. In far north California we have a formerly independent carrier, <br />
Edge Wireless, that is now part of AT&amp;T and that T-Mobile can still roam <br />
on, at least until T-Mobile's roaming agreement with Edge Wireless <br />
expires. If it isn't renewed, that will be an even larger loss of <br />
coverage. We lost huge amounts of coverage on T-Mobile in the San <br />
Francisco Bay Area when we lost AT&amp;T roaming.<br />

I.e., see &quot;http://i54.tinypic.com/9u0nc5.jpg&quot; where T-Mobile is still <br />
able to roam onto AT&amp;T versus &quot;http://i51.tinypic.com/162324l.jpg&quot; where <br />
you used to be able to use T-Mobile on all the AT&amp;T areas, but now all <br />
the roaming is gone.<br />

It doesn't look promising. No matter whose fault it is, the fact remains <br />
that T-Mobile has been removing large amounts of coverage by <br />
discontinuing roaming. The San Francisco Bay Area is a prime example. <br />
T-Mobile postpaid coverage (and eventually prepaid as well) used to be a <br />
superset of T-Mobile and AT&amp;T coverage. Now they've removed all the AT&amp;T <br />
roaming and vast areas of coverage have been lost. You can't even pay <br />
for roaming.<br />
<br />
What's rather ironic is that MetroPCS, which historically had been a <br />
carrier with abysmal coverage, now is allowing roaming, at extra cost, <br />
on other CDMA carriers. Paying occasional roaming charges outside the <br />
MetroPCS area is not a big deal for those subscribers that don't spend <br />
tremendous amounts of time outside the MetroPCS coverage area. T-Mobile <br />
is probably hesitant to offer extra-cost off-network roaming because it <br />
would be a tacit and public admission that they've removed a lot of <br />
roaming; they want to be seen as a national carrier and a viable <br />
competitor, but their declining subscriber additions indicate that <br />
they're no longer viewed that way.<br />

In South Florida it's the same thing for AT&amp;T. AT&amp;T Wireless and <br />
Cingular had the A &amp; B 800 MHz (AKA 850 MHz) and after the acquisition, <br />
AT&amp;T (nee Cingular) has both. Fortunately, the terrain down there, and <br />
the ease of putting in towers, makes 1900 MHz viable, and both Sprint <br />
and Verizon have excellent coverage. Verizon still was able to be rated <br />
as the top carrier in that area even at 1900 MHz. The only place I ever <br />
roamed onto 800 MHz was out in the Everglades, on the old AT&amp;T AMPS <br />
network. Now I suppose that that coverage is gone completely as there is <br />
no place to put towers that would provide the same level of digital <br />
coverage.<br />
