I think... what's happening is that this applies to areas that
have a decent radio (cellular) signal, but that it "belongs", so
to speak, to a competitor.

Under FCC regs, as long as the cell phone can hit a technologically
compatable (as in same frequencies and format) base station, even if
is used by a different service that your phone doesn't have an account
with, the phone and the cell system are supposed to allow "911" calls
to get through.

You won't be able to call your son in law, but you should be able
to reach the 911 center.

If there is "no service" how can that be a product recall issue.


Pity about when there is a service that can be used to call 911 and the handset wont use it.

If I take my electric coffee make to the middle of the forest,
it will not work, because there is no electric service.


Even you should have noticed that cellphones are quite different service wise.

That doesn't not mean that my coffee maker should be subject to a product recall.


But cellphone which cant make 911 calls when there is a cellphone
service in that area should be subject to a product recall.
